Citizens formed the Society in just in time to help with Carroll County’s sesquicentennial and our nation’s bicentennial. the spring of , Richard D. Arnold, William Bacon Stevens, and Israel K. Tefft, all Savannah residents, founded the Georgia Historical state legislature in Milledgeville incorporated the organization in December of that same year. Arnold described Tefft, an autograph and manuscript collector, as the true "fons et origo [source and origin]" of the society.
